Over the past few years, development aid and projects are pouring into the island of Mindanao. and these are carried out with the active participation of the Local Government Units or LGU’s.  The LGU’s, in fact, are responsible in facilitating the effective implementation of and sustaining project interventions. But, there are visible risks in the formulation and implementation of development programs. The LGU’s competence is weak. To address this, it is necessary to support these LGU’s in developing their capacity to fulfill statutory mandates & to become an instrument in attaining long-term development and lasting peace.  

 

 

The Barangay Development Planning and Budgeting is a short-term capability-building for Local Government Units (LGU's). Target cohort will undergo a "learning-by-doing" process where they will directly experience the conduct of participatory planning and budgeting through a structured training curriculum.   

 

Through this intervention, the ECOLINK will assist project stakeholders such as City Planning and Development Office Facilitators, Barangay LGU’s, and Community Volunteers to be adequately equipped to conduct community planning with the targeted beneficiaries. This will in turn ensure that project interventions are based on community-identified needs. This will also ensure consistency of data and information address the absence of a comprehensive database for easy access by researchers and development planners.

 

(Objectives)

Specifically, the training and practical capacity building is aimed to:

1)     develop a strategic sustainable and doable programs for the municipality as well as the barangay LGU’s;

2)     determine the nature and extent of current participatory mechanisms in the barangay;

3)     enable participants to learn participatory planning skills, such as data gathering methodologies, including computation and analysis in order to maximize the presence of  potential resources;

4)     assist in community investment planning processes where direct citizen participation and a better interaction among and between the LGU bodies and the citizens can be generated/ developed;

5)     support in review and validation processes in communities where there are existing substantial Barangay Development Plans (BDPs);

6)     In communities without substantial BDPs, participants will undertake a “learning by doing” process of producing participatory-based BDP and CIP.

 

 

(Methodology)

This project will undertake the implementation of its five phases:

Phase 1: Program Design

Phase 2: Training and Capacity Building

Phase 3: Field-based Support to Community-based Planning/ Data Gathering

Phase 4: Database Formulation/ Support to City LGU

Phase 5: Analysis, Output and Further Training Needs Assessment

 

 

 

 

The Sustainable Integrated Area Development Project

The SIAD Project in Upper Rizal is the second of its kind implemented by the ECOLINK. It utilizes flexible and sustainable approaches in community planning and project management. Because it is participatory, the community members themselves identify their needs, and problems as well as opportunities and solutions to as such. Working along very limited financial resources, the project team has been able to achieve all project objectives within the 1-year project duration. Among the highlights of the project are:

1) Identification and Implementation of 4 livelihood projects- tilapia (freshwater) production, mini multi-product coconut processing, high-breed non-GMO corn production and livestock production-  increasing the monthly income of small farmers by 27%. 

2)Capacity-building and continuous mentoring of the Barangay Local Government resulting in the Barangay's award as the Region's Most Outstanding Barangay beating even the rich local governments in urban areas.  The Punong Barangay of Upper Rizal won the Department of the Interior and Local Government's Search for Outstanding Barangay Official (SOBO). 

3)Establishment of a community-based eco-tourism project highlighting the waterfalls of Tipalac.

The Anti-Corruption and Transparency Project

This project is aimed at addressing the wastage of local government funds as a result of corrupt and inefficient practices in the procurement, use and maintenance of government vehicles. Corruption in the local government offices mirrors an inefficient and poor local governance system resulting eventually in the neglect of basic social services and socio-economic programs for the communities. The project hopes to significantly reduce and prevent the wastage/corruption of local government funds by using participatory, low-cost, innovative and creative strategies. In addition to reducing wastage of public funds spent vehicles of the local government unit (LGU), project objectives include: (a) significantly increase citizen participation on anti-corruption and transparency programs and actions; and (b) strengthen the LGU’s compliance with Government Procurement Reform Act (GPRA). For this, the project will have the following components: (a) Information and Education Campaign/Advocacy directed at local citizens (photo-journalism contest, newsletter publication, local radio programs, short play competition); (b) Capacity Building (expenditure analysis workshops, GPRA compliance training, Conference on Corruption; (c) Policy Formulation and Reforms (public consultations, policy formulations, local legislation); and (d) Administration, Supervision, Monitoring and Evaluation of the project.

As of May 2007, the project has already achieved the following impacts:

 

1. Reforms in lcal government policies regarding use and procurement of vehicles;

2. The "Bantay Kurapsyon' (Corruption Watch) Radio Program is the most popular public-service program on air;

3. Hundreds of vehicles are caught in actual misuse with photos and reports from citizens;

4. Local government expenditures on gasoline and lubricants significantly reduced; and

5. Citizens participation in anti-corruption initiatives tremendously increased.

On March 2007, in cooperation with the Department of Education (DepEd)- Division of Oroquieta City, the ECOLINK held an Inter-school Short-play Competion. Hundreds of young Filipinos witnessed the historic and colorful event.

2006 Community Grants Program

The ECOLINK is the only grant-giving organization in Mindanao. On 2006, it has given out a total of Php 200,000.00 to 7 organizations. The ECOLINK Community Grant recepients are as follows:

 

1. Small Coconut Farmer's Organization of Upper Rizal (SCFO-UR) - Php 40,000.00

    (for the construction & operation of tilapia ponds and acquisition of initial stocks)

 

2. Indigenous Farmers Association - Php 10,000.00

    (for the improvement of hydro power plant)

 

3. Oroquieta Football Club Inc. - Php 11,000.00

    (for the Grassroots Football program)

 

4. Department of Education - Php 46,000.00

    (for the conduct of poster-making competition)

 

5. Federation of Small Coconut Farmers- Php 15,000.00
